3590 is fading technology, especially 3590-E drives.
9840C is currently produced and supported.
I would worry about End Of Service date.
9840C has significatly shorter mount time (time to first byte).
Sometimes it is a key factor.
BTW: Your configuration describes 3494 library, while you didn't mention

whether competitive offering includes robot. Obviously ATL is a big
advantage, despite of drive or interface speeds.

Assuming both configuration includes robot, I would vote for STK.
