For shops that want to disallow CBL cards, there is the ALLOWCBL
installation option (and has been for many years).  There is even a CICS
option to make certain that CICS doesn't insert any.

ON THE OTHER HAND, I am not a "fan" of this as CBL cards are often a GOOD
way to "document" compiler options that are required for a program - but
different from site defaults.
