Actually, the 2 CEx terms are still in use

  CEL - COMMON EXECUTION LIBRARY is that portion of the Language Environment
run-time library that is in "common usage" across languages" (as I recall)
        while
 - CEE - COMMON EXECUTION ENVIRONMENT - includes all the language specific
AND CEL routines
        while
 - LE - LANGUAGE ENVIRONMENT - includes all the "support features" such as
MACROS, COPYBOOKS, etc.

(All of this is from memory and may NOT reflect current IBM usage)
