When I use FTP on z/OS to retrieve files, I use the LOCSITE command to set 
the DCB attributes for the target files.
For example, if I want to retrieve a large tersed file, I first issue the 
BIN command to be in binary mode and then I issue 
locsite recfm=fb lrecl=1024 blksize=0 cylinders primary=100 secondary=100 

This is when I'm using FTP from the z/OS end.   If I were doing a put from 
the other end, I think the same options would apply, but the command to 
set them might be SITE instead of LOCSITE.
