Use ftp instead ?
Transmitted files could be:
a) recorded on CD or DVD,
b) use "locally attached" mainframe to record tapes, even in friendly location, using those DVDs as a source.
c) use some software + PC attached 3490.
Otherwise use channel extenders - both link and devices will be expensive.

IMHO CD is better than 3490. Every shop has at least one PC with CD drive, while not every one has such model of tape drives.
