There used to be a "peculiarity" in TCP/IP's use of the USSTABs,and I think
this is still true.  (And Chris may have already mentioned this.)

If there were any active Tn3270 connections using the previous instance of
the USSTAB, the new table is not loaded; the old table is used.  I used to
alternate between 2 table names, like USSTABX and USSTABY.  When I needed
to make a change I would reassemble and relink the unused table name, and
Obeyfile in a new set of def refering to the new name.  New connections
would pick up the new table.  The old table would be deleted from storage
when the last connection using it ended.

This technique is a whole lot harder if you share the table betweem VTAM
and TCP/IP.
