Ideally speaking, yes. However you don't know if the CPU was never 100%
busy, all you know is that for the measurement interval it averaged 50%
busy.
Say your interval is 15 minutes. You could have been busy 1/2 of the
time for the whole 15 minutes. Or you could have been at 100% busy for
7.5 minutes and 0% busy for 7.5 minutes (not really, but you hopefully
get the idea).
With a contention at 20%, this means that at least 20% of time each and
every CPU was busy and you had another task that was in and ready.
With a 15 minute interval that means at least 3.75 minutes you were at
100% busy. These are not consecutive minutes, could be 1 minute here,
30 seconds there, 40 seconds someplace else all during the same 15
minute interval.
