CBLQDA will apply to COBOL programs only.  Is your program COBOL?

On Jul 26, 2002, Don Imbriale pointed out,  in response to a similar
query, "LE run-time option CBLQDA(ON) allows dynamic allocation of QSAM
files. 
Check the option to see if you allow it.
