Thanks.  That is certainly something I need to check.  I doubt that's the
whole story since (on the LPAR where suppression is happening) the 
suppression of commands is being turned on and off by NetView's function
for suppressing logging of command responses, and is happening only for
the one console (as far as I can tell).

On the other hand, that may explain WQEQFHC being turned on the LPAR 
where the NetView suppression function doesn't work at all.

I'll look into this.   Is this option shown in any display?  I've tried
various D C and D EMCS flavors but haven't found it.
