What does it mean when when a GDG status is ROLLED-OFF.

I have three additional entries which are displayed when I do DS List
from option 3.4.
I thought when a GDG was rolled off it was deleted. Why is this
occurring?
I have another problem.. Sometime when this job executes it receive the
following error:
IGD17100I UNEXPECTED CATALOG ERROR FOR DATA SET
POP.FLGD.FLD100.BYFLT.G9846V00
RETURN CODE IS 8 REASON CODE IS 8 IGG0CLA3
If I am interpreting this message correctly this is what the error
message states:
Explanation: A request to place a record by key into a
catalog resulted in a duplicate key error from VSAM.
Programmer Response: Ensure that the entry name is
spelled correctly and that the proper catalog is being
used.
This is just a simple IEBGENER step calling in the zero generation and
creating a +1 generation.
Any help would be appreciated.
We are z/OS V1R4.
