Mark, YES, but it's not a "now" thing. There are elements that store "persistent" data in /var, and it is expected that this data is there between IPLs. Here's the list of z/OS elements that use /var in this manner. (I'm guessing that you don't use these elements, as you haven't encountered problems using /var as a TFS to date).
