Yes, but such report are used or not. In any case I want them to be migrated and after defined time deleted. It covers various datasets, not only reports. Invalid DSORG suspends (denies) migration and deletion.

Agreed. However it's not done. Such datasets are not migrated.
So, I have two choices:
a) complain about HSM/DSS design and stay with the problem
b) circuvent it - use DSORG in JCL and watch datasets with invalid DSORG. Optionally I can still complain about HSM, DSORG, IBM, mainframes, etc. <g>
