In years past you had to issue the #CP EXT on the console where you wanted the SAD program to run if in a virtual machine. And like Alan said, the first terminal that presses ENTER or another key on a keyboard owns the SAD console.
I had to perform a standalone dump of a VSE problem years ago and had to run all over the building finding out which user had the console. For some reason (back in the 3270 days) end users thought the faster you pressed ENTER/RESET the faster the system would recover (LOL).
