Thanks for digging into this.  Apparently this worked differently in the
past.  From some old (ca 1997) doc:

 SLIP's SDATA options override the installation defined defaults as set via
 the CHNGDUMP command. In particular, note that specifying SDATA causes
 the SLIP dump to be issued with the QUIESCE=Y option.  The system will
 be set non-dispatchable for the duration of the dump.

Much better behavior now!
