Ah!  The solution.  But I thought ISHELL wasn't localtime-savvy.
But little matter.  You can create the files with:

    TZ=MST7MDT touch foo.mst  # and
    TZ=GMT0    touch foo.gmt

... and compute the offset in ISHELL.
