Ted, Are you making the assumption that SMS is going to open the newly allocated dataset using an access method (BSAM/QSAM) that depends on DCB information? SMS might open the dataset via another access method (EXCP?) that doesn't give a rip about DCB parameters. The EOF marker isn't dependent upon DCB either.
