There is a nice fairly-introductory article about zIIP and zAAP in the upcoming IBM Journal of Research and Development:
http://www.research.ibm.com/journal/rd/511/wyman.html It alludes to an internal secure "switch" to make work eligible on a zAAP - and that this is used by the IBM JVM rather than a Java program running under the JVM. Directing work to zIIPs is much less straightforward.
