Dave Danner had some similar pointed comments about this when we shared
our last round of Health Checker experiences in Tampa. See page 17.

Subject: NF APAR OA15539 for Health Checker

This kills me...

=====================================================================

APAR Identifier ...... OA15539      Last Changed ........ 07/02/22
ADD HEALTHCHECKER CHECK FOR VSAM INDEX TRAP ENABLED

  ERROR DESCRIPTION:
  A Healthchecker check is added to notify the user if the VSAM In
  dex Trap is disabled.

  LOCAL FIX:

  PROBLEM SUMMARY:
  ****************************************************************
  * USERS AFFECTED: All z/OS users from 1.4 to 1.8.              *
  ****************************************************************
  * PROBLEM DESCRIPTION: IBM recommends VSAM Record Management *
  * users run with Index Trap enabled, but *
  * the current default is disabled. *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  This new function implements an IBM Health Check to act as a
  reminder to issue the sms command to enable the Index Trap. The
  Health Check will run every 24 hours.

Hello?? McFly??? Why not just change the bleepin' default? The health
check is okay in case someone has disabled it, but writing a health
check isn't the best way to deal with something like this.
Not everyone runs Health Checker. Some of the things HC reports on and
recommends aren't black and white so I can see using HC to only
recommend a change but this doesn't appear that way to me. There are no
happy values to play with. This isn't one of those legacy defaults that
will break things if changed.

No reason a PTF can't be created with a ++ACTION hold that changes the
default if it is important enough to write a health check for.

With appologies to some recent political adds in Illinois a few months
ago.. "IBM, what are you thinking?!"
