Thanks for the thought Mike, I have verified the process and for some reason ACS TEST gives a different result than the actual run of the job.
I talked to the last person who installed the product and they had the same problem them. Once the installation data is download, I can run the installation process using the exact same data set hlq and it works correctly. We are now looking at maybe FTP might be imbedded in the ACS routines somewhere making our lives interesting.
