It took me a moment to realize that by legacy file you mean MVS dataset.
Searching the APAR database for the word legacy, I see that just about all
the references to "legacy files", "legacy datasets", and similar phrases,
are in APARs against NFS. The other references are to things like legacy
CICS transactions, legacy LU2 sessions, legacy .jar files, and so on.

So almost single-handedly the NFS folks have turned ordinary datasets into
"legacy" items, with all the baggage that unfortunate word carries.
