You might check whether your *x supports the "extended format" of the TZ
environment variable:

        TZ=CST6CDT,M3.2.0,M11.1.0

This specifies, in the "extension", that DST begins on the second
occurrence of the 0th day of the week (Sunday) in the third month, and
ends on the first occurrence of the 0th day of the week in the 11th
month.  This is also the "workaround" suggested by IBM for z/OS UNIX.
