I checked a random Garmin device (Edge 205) and the updates from February 28, 2007 state:
Changes made from version 3.00 to 3.10: Updated Daylight Saving Time for new start and end date in the U.S. Added new time zones for Mexico. See software list at: http://www.garmin.com/support/blosp.jsp However, looking at the list, only a few devices have recent updates.
