Under z/OS 1.7 and 1.8 a sequential library on DASD that is backed up via
HBACKDS may potentially lose updates or be truncated

Under z/OS V1R7 and V1R8, with every supported version of SAS (6.09
through 9.1.3), updates to an existing sequential access bound library
on DASD can potentially be lost if the library data set is backed up via
HBACKDS, migrated, and then subsequently recalled. This situation
occurs because SAS processes the library via the open mode INOUT, and
the DS1IND08 bit is not turned on after the library has been updated.
This problem involves an HSM feature known as fast subsequent migration.
In short, if you migrate a data set to tape (ML2), recall it, and then
migrate it back, HSM normally creates a new tape copy. Fast subsequent
migration, if enabled, allows HSM to work a little smarter: If the data
set has not been modified between the recall and the subsequent
migration request, the original tape copy can be considered valid again
(it is marked as stale once the recall has been done). However, this
can result in the data set being back-leveled if the data set has really
been changed.
This problem does not exist for versions of z/OS prior to V1R7, nor
does it exist for direct access bound libraries.
To correct this problem, you need IBM PTFs UA32296 and UA32297.
