Ah. I found it and it is "weird". Apparently if you only have one system listed in the DEFSYS, then you need to use the COMMUNICATIONS=NONE in the MIMINIT parameter. I added a second, unused, system and did the S MIMIT,FORMAT=BOTH command and it complained about the second system.
