Yep it does favour the adjacent lpar  
I got caught as well  ( it was going only on one CPU in the sysplex) 
have a look at  ISTEXCGR exit 
The trick is around  the OI for GRRFLAG1 
Ours is now like that :
OI    GRRFLAG1,GRRFUVX+GRRFWLMX+GRRFNPLA+GRRFNPLL
