To answer the last part of the original post...

No, there is no system parm that does this.  We've discussed various
ways it might be implemented on this list (like new JCL keywords), but it 
hasn't been yet. I don't remember if there is a formal requirement for it
or not.  I guess making a change to them system to allow it is more 
complicated than you would think. 

Search the archives if you want to find out more.  Or we could just rehash the
whole thing over again now like we seem to do every time one of these
reoccurring questions comes up. :-)   

Paul, isn't this your cue to jump in and tell us how deficient z/OS
is (just kidding!).
