No, there is no system parm that does this. We've discussed various ways it might be implemented on this list (like new JCL keywords), but it hasn't been yet. I don't remember if there is a formal requirement for it or not. I guess making a change to them system to allow it is more complicated than you would think. Search the archives if you want to find out more.
