I think this explains it.  The good news is that even if you can't find
where the options are being specified (probably in a LINKED in CEExOPT
module), at:

it states,

"System Action: The option option is ignored."

and it is an I-level message.

As the Migration Guide tells you that using RPTOPTS will NOT help you find
this, you probably want to use a "load module analyzer" (e.g. EDGE) to
figure out which applications have an "old" OPT module linked in.
