This is a long shot. I am looking for a document from IBM z/Series Software explaining there procedure for announcing/delivering new releases of z/OS. After spending a couple of hours looking for it (GOOGLE, and IBM....com), I can't find it. Someone in management indicated they read the document once and was sure it existed........ Needle in a Haystack comes to mind.

Not 100% sure what you're looking for, but with this reference fit the bill?

 1.3 Annual release cycle

IBM intends to deliver z/OS and z/OS.e releases on an annual basis. The annual release cycle started in September 2004 with the general availability of z/OS V1R6 and z/OS.e V1R6. Before V1R6, a new release was delivered every six months.

The change from a six-month to a 12-month release cycle was announced in August 2002 and was in response to customer feedback that the six-month release cycle was too short and that it complicated customer migration plans. Annual releases, in addition to benefiting customers, allow IBM to perform more integration testing for z/OS, z/OS.e, and related IBM middleware. They also enable IBM to align the coexistence, migration, and fallback policy with the service policy. (See "Which releases are supported for coexistence, fallback, and migration?" in topic 1.6.3.)

New z/OS and z/OS.e functions continue to be delivered between releases through the normal maintenance stream or as Web deliverables. In addition, significant new functions may be delivered between releases as features of the product. For a summary of Web deliverables and between-release features through September 2006, see Table 3.
