Thanks for everyone's comments.  I wanted to give you an update on how 
this turned out.  

My colleague solved the issue by defining a CICS console using a custom 
TYPETERM. The TYPETERM was modeled after DFH$CONS, but the value of 
ATI was changed from NO to YES. (This was a requirement of the third-party 
software, that ATI be YES.) The CONSOLE value was given a number (099), 
and the CONSNAME was left blank.  This appears to give our end-users what 
they need.
