In addition to the mentioned COND=(0,GE) combined with a RESTART=, it may be suitable to insert a "//" statement (terminate the internal reader immediately) after the step to be executed, as long as the JCL is not using IF/THEN/ENDIF logic (or an instream PROC) beyond the step to be executed.
