Sure you can use utilities like FATAR, FATSCOPY, DITTO, COPYCAT, etc.,
but they all cost $$.    

Try Sam Golob's COPYMODS or one of the other tape copy utilities from
file 229 of the cbt:  http://www.cbttape.org
