This has been pointed out to those who wanted to market certain devices for blocking Cell signals -- entities wanted to prevent them from disrupting movies, church services, etc. Now there is some consideration to blocking Cell signals. It would be an interesting thing to run by the legal people who are familiar with the FCC and applicable communications law. However, PASSIVE blocking is legal. So if you wanted to put in the right metal screening, concrete, etc. ...
