Don't stop halfway. I am as opposed to a lengthword at the front of the
string as to a null at the back. There should be a descriptor with two
members: address and length. This would make substring a very efficient
operation: create a new descriptor with no need to allocate and copy.
And I believe it's BPX1* friendly.

The old PL/1 (F) String Descriptor Vector was that way, with one
additional field: maximum length.
