Brian, Bruce, and to the rest of the list, Thanks for your help.  I was able to 
dynamically activate my IODF taking the consoles out of NIPCON.  I will 
remove the devices from CONSOLXX and wait for an IPL before I delete the 
console definitions out of my next IODF.
