The IRLMs are identified by what your DB2 SYS PROG requests and is specific
to your shop standards.  So the IRLP or JRLP would be something unique to
your shop and it is possible no one else would use that convention.

You will need to contact the person that installs DB2 at your shop to get a
better understanding.

Basically each DB2 subsystem consists of one IRLM region and several DB2
started tasks.  If you have IMS in your shop, then the IMS system would also
have an IRLM.  For DB2 if there is no IRLM Started task it knows about, then
it will not start.  The Lock Manager is very important to DB2.
