It's less likely that he said "the database would already be 'nice'," and more likely that queries on the data base could be formulated to give "nice" usable output. It makes little sense to me to generate reports and search the reports when the rationale for existence of the data base is that it support queries.
There's little argument for the older technique beyond the tenuous "We've always done it that way!"
