I think you are confusing concepts for processors with concepts for z/OS.
You want to know the
limitations for the SDM system so you want the z/OS perspective.

z9 introduced Logical Channel Subsystems (LCSS) and support for multiple
subchannel sets where
set 0 can have base and alias devices while set 1 can only have alias
devices. Each subchannel
set can have approximately 64K devices and this is supported via "logical"
5-digit devices.

Prior to MSS, z/OS supported 63K subchannels (64K - 1K reserved for system
use).
With MSS, set 0 can have 63.75K subchannels and set 1 can have 64K
subchannels.
