Who said it was a technical reason? I don't know the source of the restriction for other subscribers but in our case it is a government agency that determines what secure means. They seem to have a mostly Unix mindset with a little Windows thrown in and don't trust IEBGENER to not add any additional data when copying a disk data set to tape.
And while almost every desk worker here has some type of PC or workstation that can connect to the internet, none of those can access our mainframe. The boxes that do connect to the mainframe do not talk to the outside world.
