Who said it was a technical reason?  I don't know the source of the
restriction for other subscribers but in our case it is a government
agency that determines what secure means.  They seem to have a mostly
Unix mindset with a little Windows thrown in and don't trust IEBGENER to
not add any additional data when copying a disk data set to tape.

And while almost every desk worker here has some type of PC or
workstation that can connect to the internet, none of those can access
our mainframe.  The boxes that do connect to the mainframe do not talk
to the outside world.  In fact, there was even a big to do about whether
they could be hooked up to commercial power.

I don't understand this at all.  Every PC in your company probably can
access the internet, allowing employees to spend time browsing the web,
yet the mainframe can't be connected to the internet to allow for you to
QUICKLY get maintenance?  As a response to Barry's statement, that
"after paying for the product, I still have to produce my own portable
media", when the means to connect the mainframe SECURELY to the internet
are easily available (and built into the hardware and software,
something that cannot be said for desktop machines).  
Ok, time for me to get off the soap box and back to work.
