In Setting Up A Sysplex (SA22-7625-12) page 31 states "...if a couple dataset must be moved to another volume, you cannot simply copy the old dataset to the new volume. You must format a new couple dataset on the desired volume, and bring it into service using SETXCF COUPLE,ACOUPLE and PSWITCH commands."
