I didn't comment your former employer, rather general rule.
You just explained us this *wasn't* the case: all needed data was transmitted 
out of mainframe.
BTW: your point about full-volume dumps sounds very wise: in case something was 
missed but occured it is really needed, you can restore whole environment (of 
course the devil is in the details). Cost of tapes is marginal, no other costs 
apply.
