Personally, I wanted to do full volume dumps on all packs. Then, if 3
years from now, they desperately needed something, they could rent a
hot site and load enough stuff to pull off anything they needed. Very
expensive, but sometimes that is required. They chose to not keep
anything from system pack backups, so there would be no way to reload
the system and extract any data from it.

I didn't comment your former employer, rather general rule.
You just explained us this *wasn't* the case: all needed data was transmitted
out of mainframe.
BTW: your point about full-volume dumps sounds very wise: in case something was
missed but occured it is really needed, you can restore whole environment (of
course the devil is in the details). Cost of tapes is marginal, no other costs
apply.
