And, where is JES2 itself on this list? It does look silly when the monitor uses more CPU than the monitee (is that even a word?).

JES2's monitors should probably use an adaptive algorithm that gets more aggressive when needed. JES3 monitors use very little CPU until something appears out of the ordinary. Then they crank up.
