If programmer omits VOLSER, allocation looks for it and creates it if not found; if programmer supplies VOLSER, allocation trusts him that it exists. So I have yet no way to create a data set conditionally if I want to control the VOLSER. I need to try an experiment with a specific unit address and omitting VOLSER. Not practical for applications, and a terrible way to catalog a data set, but I'm curious.
