I think I mentioned this on here before but I guess its semi worth
repeating. Approximately 30 years ago I worked for a large news
magazine publishing company. The brick issue had been a sore spot in
the business for quite some time (IIRC 20+ years before then). It
took several large companies complaining and asking the postal folks
many years to get this rule changed. I was never told about the
intricacies that it took to get the USP to issue the rule change but
it did take some fair amount of arm twisting (from what I was told).
This was before "bribery" (ie campaign contributions) became accepted.
