This is probably a dumb suggestion, but why don't you just XMIT the file
to a sequential dataset on mainframe disk, download it to PC, upload to
the target mainframe then do a RECEIVE of that sequential dataset?
Burning a CD-ROM or DVD are optional steps, as is ZIP'ing the file.
