Even as the initiator with that knowledge performs the SYSDSN DEQ after the last step that uses a data set name, I'd expect that if the downgrade facility were provided it would likewise be the initiator, not the executing program, that would downgrade the ENQ after the last step that required exclusive when subsequent steps require only shared.
