Shmuel,
have you checked the joblog or console log for violation messages 
from your security software (RACF, ACF2, etc.)? 
If there are none, have you also checked the SMF records generated 
by your security system? Some security violations in the OMVS - world 
of z/OS do not generate console messages ... :-( ... so, you need to 
run the report generator for your security software and feed it the SMF 
records for the time of failure.
This should give you a hint as to where to look for the cause of the 
failure.
Another place to look at is the OMVS profile of the userID used by that 
started task. Has that been set up correctly?
Also check the installation and customization manual for NATURAL. It 
should tell you what RACF (or ACF2, etc.) definitions you need to make 
for your task to work.
