I know I'm late responding to this, and I know it has already been 
answered, but the question confuses enough people that it is worth 
clarifying.

A PE PTF is a bad thing.  It means that a fix got into the field before 
somebody discovered a problem with it.  Usually this means it introduced a 
new problem by some unforeseen consequence for which nobody tested.

A PE APAR is a good thing.  It is the fix for a PE PTF.   Usually the PTF 
for the PE APAR supersedes the original bad PTF, meaning that all the 
parts are resupplied so that nobody ever needs to install the PE PTF.
