sense their FTP server would not support it.

I think of an RFC as a 'minimum' set of specifications to be followed. Any 
developer can add features that go beyond the RFC, they just can not expect 
their piece to work everywhere. FILETYPE=JES is definitely a z/OS specific 
implementation. A client need not be concerned that the z/OS FTP server is 
directing get and put through a subsystem, JES, instead of a file.
