My $0.02:

1) The fully z instruction set should be fully documented in the POP, and OEM vendors or emulators should be free to implement it. IBM should provide a "reference implementation" in the form of contributing to the open source Hercules project. IMO, it is no coincidence that IBM's mainframe business was strongest when there was a competitive PCM market. No more.

2) PWD should license z Series operating systems to members at no cost with the current restrictions, but allow them to be executed on any machine or emulator up to a certain MSU rating. The program should be extended to allow Universities and students access to the program.
