Haven't looked in a while, but it didn't cover soft capping last I looked. The redbook site is always worth a quick search. Remember (soft) capping is based on a 4 hour rolling average - this probably explains why you see capping extend across quiet periods (like lunchtime). On one of our development LPARs we've seen capping enforced for 20 hours following a (big) "hit" in the overnight processing. Pisses the devs off no end when they get into work - and they of course only exacerbate the issue, but you couldn't tell them that...
